Blackson Tembo of the United Party for National Development (UPND) has emerged victorious in the Lusangazi Council Chairperson by-election.
Mr. Tembo polled 6, 655 votes against his closest competitor Nelson Banda of the Patriotic Front who polled 5, 669. This is contained in a report published by Diamond tv.
