The Ministry of Community Development and Social Services has recovered the full K28,000 meant for social cash transfer, that was misappropriated by a Deputy Head Teacher in Choma, Southern Province, who allegedly gambl£d the funds away on an ônline casinô game called “Aviatòr,” popularly known as “Kandeke.”

Sylvester Malumani, the Deputy Head-teacher of Manuka Primary School in Choma District was engaged in October 2024 by the Department of Social Welfare in Choma as an Agent and Pay-point Manager for beneficiaries in Manuka and Mwanancheu.

On 19th January 2025, District Social Welfare Officer Kazembe Zyambo, reported Malumani for theft at Choma Central Police.

Today, Ministry Principal Public Relations Officer Glenda Nachinga revealed that the individual involved has been relieved of their duties as Pay Point Manager and is currently on police bond, cooperating with ongoing investigations.

She said to address the issue, the Ministry is accelerating the digitization of financial transactions, which will minimize human contact and reduce the risk of mismanagement or delays in fund disbursement.

The Ministry has urged the public to report any suspected misconduct or frâudulent activities to ensure that public resources are used for their intended purpose.
