Republican Vice President Mutale Nalumango has disclosed that former Minister of Information and Broadcasting Chishimba Kambwili is among several former ministers who have not yet reimbursed the Government for salaries and allowances received after the dissolution of Parliament in 2016.
Mrs. Nalumango named Fastone Shamenda, Panji Kaunda, and Dawson Kafwaya among the former ministers who have also not settled their dues, bringing the total outstanding amount to K230,064.
She told Parliament during the Questions for Oral Answer session that as of July 2025, a total of 59 former ministers who had similarly overstayed in office had fully repaid the amounts owed, in compliance with the Constitutional Court’s 2016 ruling.
“The matter of non-payment has since been referred to the Office of the Attorney General for appropriate legal action,” Mrs. Nalumango stated.
The Vice President was responding to a question raised by Katombola Member of Parliament, Dr. Clement Andeleki, who sought an update on the recovery of funds from the former ministers.
The Constitutional Court had earlier directed that all ministers who remained in office after the dissolution of Parliament in 2016 should refund the monies received during that period, as their continued stay was deemed unconstitutional.
