Government has declared that efforts by the opposition and civil society to halt the progression of the Constitution Amendment Bill No.7 of 2025 are unattainable,following a recent court ruling that dismissed all cases challenging the parliamentary process.

Minister of Information and Media, Cornelius Mweetwa, says the State has taken the Court’s decision arising from contempt proceedings involving Brian Mundubile and Celestine Mukandila confirmation that there is no legal impediment stopping Parliament from proceeding with Bill 7.

Mr. Mweetwa says the opposition has attempted to drag the Presidency into a process from which it is constitutionally protected , stressing that as lawmakers, they should have known better without waiting for the Court to lecture them.

He warns that such actions are part of a wider attempt to undermine the legislative authority of Parliament, adding that Government now expects the national debate to de-escalate since all matters before the courts have been dismissed.

The Minister states that Parliament remains on firm legal ground to continue the Bill, with the Select Committee expected to present recommendations to the full House.

He has urged the Oasis Forum and the Law Association of Zambia to act responsibly and participate through submissions rather than seeking further litigation, saying attempts to block the Bill have failed and the courts have stood firm.

Mr. Mweetwa emphasizes that Government wants the reforms concluded ahead of the 2026 general election to remove uncertainty, adding that stakeholders should support the legislative process rather than opposing it from the outside.
