Mongu Municipal Council (MMC) has announced plans to take legal action against beneficiaries who have defaulted on Constituency Development Fund (CDF) empowerment loans, citing persistent failure to repay public funds despite repeated reminders.

‎‎ According to a statement released by Council Public Relations Manager Abigail Sitenge, since the introduction of the enhanced CDF in 2022, a total of K27.5 million has been disbursed as empowerment loans to 240 beneficiaries in Nalikwanda and Mongu Central constituencies. However, only a small fraction of the beneficiaries have honoured their repayment commitments.‎‎

MMC says the intended legal action aims to secure court-ordered recoveries and should not be viewed as an attempt to cripple businesses, but rather as a consequence of non-compliance with agreed loan terms.

‎‎The Local Authority has, however, indicated that it remains open to amicable settlements and has encouraged defaulters to engage the Legal Department at the Civic Centre’s new building before court proceedings begin.

‎‎Sitenge stressed that recovering public funds is critical to ensuring the sustainability of citizen empowerment programmes and maintaining fiscal responsibility.
