A joint operation by Kabwe Municipal Council and the Zambia Police Service has led to the uncovering of suspected illiçit activities at House No. 4, MetCalf Street in Highridge, Kabwe, where a property allegedly disguised as a massãge pãrlor is believed to have been operating as a br0thel.
According to a statement issued by the Kabwe Municipal Council Public Relations Unit, the investigation was launched following reports and complaints from concerned local residents about suspicious conduct at the premises.
On Tuesday, 17th June 2025, the operation led by Central Province Police Commissioner Madam Charity Munganga and Director of Public Health Mr. Christopher Mtonga resulted in the discovery of used c0nd0ms discarded around the premises, a clear indicator of suspected illêgal s£xual activity.
Authorities detained seven females, aged between 14 and 26 years, who were found on the property. They have been taken to Chowa Police Station to assist with ongoing investigations.
Preliminary findings suggest that the house was operating in vi0lation of multiple laws, including Sections 146 to 148 of the Penal Code Act, Chapter 87, which prohibits the operation of br0thels in Zambia. The case also falls under the Public Health Act (Chapter 295) and Local Government Act No. 2 of 2019, both of which require that all businesses be registered, licensed, and lawfully operated.
The premises have since been shut down, pending further investigation.
“The Kabwe Municipal Council strongly condemns any activities that threaten public health, community values, or vi0late the law,” the Council stated, emphasizing its commitment to protecting the moral fabric and safety of the community.
Residents have been urged to remain alert and report suspicious activities to authorities to help prevent similar illëgal operations.
The Council affirmed its ongoing commitment to work hand-in-hand with law enforcement to ensure such cases are thoroughly investigated and appropriately addressed.
