Government has launched the National Education Policy 2025 aimed at transforming Zambia’s education sector through improved access, quality, inclusion and skills development.

Speaking during the launch in Lusaka today, Education Minister Douglas Syakalima said the policy, themed “Shaping Tomorrow’s Future,” marks the first comprehensive review of Zambia’s education framework in nearly 30 years, replacing the 1996 Educating Our Future policy.

Dr. Syakalima said the new policy responds to changing national and global demands by focusing on quality, inclusive and relevant lifelong education and skills training.

The Minister also launched the Competence-Based Assessment Tools developed by the Examinations Council of Zambia under the 2023 Curriculum Framework.

He said the tools, which include assessment schemes and school-based assessment guidelines for primary and secondary schools, are designed to promote critical thinking, digital literacy, collaboration and practical skills among learners.

Dr. Syakalima noted that government has since 2022 made significant progress in the education sector through the recruitment of over 41,000 teachers, construction of early childhood education centres and more than 120 secondary schools, as well as the expansion of classroom infrastructure and desk provision.

He added that government has also strengthened access to education through the introduction of free education, bursaries, student loans, school feeding programmes, menstrual hygiene support and initiatives aimed at keeping girls in school.

However, the Minister acknowledged that challenges still remain in improving quality, equity and relevance in the education system, particularly in literacy and numeracy levels and the gap between urban and rural schools.

Dr. Syakalima said the National Education Policy 2025 introduces key reforms such as universal access to education, digital transformation in schools, improved curriculum relevance, equity and inclusion, and the transition to the 4-6-4-2 education structure.

He explained that the new structure aligns Zambia with regional and global education standards to ensure learners are internationally competitive.

The Minister further disclosed that the Examinations Council of Zambia has aligned examinations with the new structure, including assessments at Grade 6, Form 4 and Form 6.

And Dr. Syakalima announced that the school-based assessment guidelines will be made available in schools during Term Two of the 2026 school calendar.

He described the launch as a national commitment towards ensuring every child in Zambia has access to quality education and equal opportunities for success.
